So are the Skelts strictly organized as a faction should be, or are they a loose collection of mostly-independent groups?  If the latter, then do they need to be a player-based "faction" or would an NPC group work just as well, such as a locale-specific version of barbarians?  Is this something that players really want to play in themselves, and if so, how do you "organize" barbarian cultures to turn them into a player faction?
