Also if we are going to be allowed to just run (3) cousin clans in the beginning, I think that will be a good start.

To stop Abuse maybe the players need to declare what their Primary Faction is this way the GM would know what their primary focus will be and that at a quick glance they can see that Factional Abuse is not happening.

Example: Let's Assume I declared the Boda as my primary faction, and stood up (2) declared Boda clans. The maybe I stood up a Gift religious clan as well. I could have the Gift clan build Gift temples , but also build things for the Boda faction as well. Maybe I would have both of my Boda clans become Boda City Leaders, thus each run a Boda city as well. Then have my Gift cousin clan build Gift temples in both Boda cities but also build stuff within both of those two Boda Cities as well. Thus they would be working together, but also advancing their own factional goals too.
