Can you pick up PV from a colony while developing it?

In my solo game, I am about to start turning a few of my biggest PV colonies into production centers.  I remember seeing somewhere that you cannot pick up PV while colonizing a system.  Is it the same with developing?

Correct.  While dropping PI for either colonization or development, no PV is available for pickup during that turn.  Shuttles can continue to run, if you like, but there won't be any PV available and so they'll return home empty.
